Narc-Kenya Secretary General Hon. Danson Mungatana addresses residents of Shinyalu Constituency in Kakamega at the Lugala Headquarters of the African Church of the Holy Spirit. Serving as the chief guest during the ordination of five new bishops, Mungatana used the platform on Sunday, August 30, 2009, to issue a strong political appeal to then-Justice Minister Mutula Kilonzo. He urged the Ministry of Justice to focus all government resources and state energy on delivering a New Constitution rather than becoming bogged down in the debate over the fate of post-election violence (PEV) suspects. Mungatana argued that the political class was wasting valuable time re-litigating the establishment of a local tribunal, asserting that since Parliament had twice failed to pass the necessary legislation, the public’s consensus had already shifted toward the International Criminal Court (ICC). He maintained that the quest for a new supreme law should not be held hostage by the “Hague process,” as the Constitution remained the only long-term solution to the systemic issues that triggered the 2007/08 violence.
