March 29, 1973: Parliament gives overwhelming support to the Penal Code (Amendment) which seeks to provide for the mandatory death sentence on all armed robbers and participants in the commission of such offences. The Bill, which was introduced by the Attorney-General, Mr. Charles Mugabe Njonjo (Right), passed through the Second Reading without opposition. Mr. Njonjo said in his introductory remarks that no one would accuse the Kenya Government of having rushed into this legislation and in fact it had been over-patient with the “well-organized guerrilla movement by a minority of gangsters who have no respect for the law.
