May 23, 1969: President Mzee Jomo Kenyatta promises to pardon thieves and robbers if they surrender, repent and swear never again to become involved in evil activities. The Head of State’s offer of a pardon came, when he spoke at the official opening of the new Uhuru Park in Nairobi. Thousands of people of all races were present at the ceremony. Addressing himself to thieves and robbers, Mr. Kenyatta said: “You thieves, your days are numbered whether you may be hiding, and I today appeal to you to surrender. If you come to me and say Mzee, I have surrendered and I shall not steal again I shall pardon you. The President disclosed that some thieves had already gone to him and surrendered, adding that they had revealed the names of their associates to him. He caused laughter when he said: “I am already in possession of the names of some thieves. If you refuse to surrender it will be your responsibility as the Government will not hesitate to pass severe sentences on you.” The President said. The President said: the government was determined to eliminate thieves and if a capital punishment law was passed and the thieves hanged, they will be hanged.
